From 1 January 2026, the use or storage of fire-extinguishing media containing perfluorooctane sulfonic acid (PFOS) is prohibited on all ships under SOLAS Chapter II-2. This guide explains IMO resolution MSC.532(107), compliance timelines, the evidence required at your first survey, and how to update your IHM Part I annex.
The SOLAS Chapter II-2 PFOS amendment was adopted by IMO resolution MSC.532(107) in June 2023 and entered into force on 1 January 2026. It prohibits the use or storage of fire-extinguishing media containing perfluorooctane sulfonic acid (PFOS) on board ships, and requires evidence of PFOS-free foam at the first statutory survey on or after the entry-into-force date.
PFOS is a persistent, bioaccumulative and toxic (PBT) substance historically used in Aqueous Film-Forming Foams (AFFF). The amendment aligns shipping with the broader global move away from forever chemicals, paralleled by the EU REACH restriction and ECHA’s proposed universal PFAS ban.
At the first survey on or after 1 January 2026, the ship must demonstrate three things:
